William L. (Bill) Garrison 1938~2019
In Loving Memory...
William L. (Bill) Garrison, 81, of Oklahoma City passed from this life December 15, 2019. He was born to Owen (Doc) and Elsie Agnes Garrison in Lookeba, Oklahoma on September 29, 1938. He was reared in Hinton, Oklahoma, the eldest of 11 children.
He played football, basketball and helped out with farming and farm chores. He graduated from Hinton Highschool in 1957. His college education was financed through jobs with Felts Family Shoe Stores in several locations in Oklahoma. He graduated from Southwestern Oklahoma State University with a B.S. in Speech, minors in Sociology, Psychology.
He and Kaye Mansell of Hobart, Oklahoma were married December 21, 1963. Bill entered on duty with the Department of Justice, Federal Bureau of Prisons in May 1963. He loved corrections and was fortunate to find a career he was passionate about. He worked in approximately 10 Federal Institutions in different capacities including parole officer, case manager, Director of Staff Training Center, Dallas, Tx., Appointed Federal Court Monitor, Iowa State Penitentiary for 10 yrs., Assistant Regional Director, South Central Region, Dallas, Tx., and served as Warden at Pleasanton, Ca., Morgantown, West Va., Seagoville, Tx., Leavenworth, Kansas, Petersburg, Va. He was an active auditor for the American Correctional Association. He retired from the Federal Prison System October, 1988. He then became actively involved in the development of Correctional Systems Inc., a small private company managing city jails and half-way houses west of the Mississippi River. He served as CEO and Chairman of the Board of Directors.
In 2005, he retired for the second time, and he and Kaye moved to Ardmore, Oklahoma. There, he was a member of the Merrick Dr. Church of Christ, Sunrise Rotary Club, CASA volunteer, enjoyed playing golf and Friday prayer breakfasts.
In June, 2018 he and Kaye made their final move to Oklahoma City. He will be remembered for his sense of fairness, wicked sense of humor, work ethic, devotion to his family, strong bonds of friendship with so many developed through the years, and his faith.
His parents, Doc and Elsie, preceded him in death, along with son Tim, brothers Leonard, Jody, Les. He is survived by wife, Kaye; daughter, Connie, husband Tom; son, Tobin; treasured grandson, Tyler Bowen, sisters, Kathryn Chisum, husband Roy, Brenda Holland, Rick Garrison, Valerie Musser, husband Frank, Cheryl Garrison, Carol Garrison, Terral Garrison, wife Sandy, sisters-in-law, Mary Kaye Garrison, Glenda Garrison, Billie Garrison, numerous nieces and nephews.
Services will be held on Friday, December 20, 2019, at 10:30 A.M., North MacArthur Church of Christ, 9300 N. MacArthur, Oklahoma City, Oklahoma. In lieu of flowers, donations to OMRF, 825 NE 13th St., Oklahoma City, Oklahoma 73104 are suggested.
